Compliance Technology Office – Vendor Management – Vice President

Job Description

The Compliance Technology Office (CTO), is a centralized group within Compliance that performs the following functions: (i) unify and enhance core Compliance systems; (ii) implement, oversee and deliver strategic Compliance technology solutions; (iii) design, implement and coordinate global Compliance frameworks, and (iv) communicate strategic vision and current status to Senior Compliance Officers, Firm Management, and the GS Board. CTO coordinates Engineering budget, and manages, governs, delivers, and tracks new and existing technology initiatives, enabling Compliance and Compliance Engineering teams to work efficiently and effectively.

Summary of the Role

The Compliance Technology Office is looking for a project manager who can drive the delivery of Compliance Engineering initiatives that cut across various teams and topics and have a strategic impact on the firm’s Compliance program. Specifically, this role will be in the vendor management / outsourcing space, where the candidate will work with a variety of internal teams to define and source scalable outsourcing solutions, manage vendor life cycle, and communicate risks to senior management.

Examples of responsibilities that may be carried out in this role include:

  • Develop and lead the implementation of a global delivery management framework for Compliance Engineering teams by strategically leveraging Goldman Sachs’s vendors.
  • Independently manage vendor relationships, including vendor onboarding, driving contract negotiation and execution, proactively monitoring delivery, and leading comprehensive vendor performance evaluations. This includes identifying and driving the mitigation of operational and performance risks with limited supervision.
  • Oversee and optimize the vendor services operating model through strategic forecasting, resource planning and deployment, and proactive management of entitlements.
  • Provide strategic reporting and analysis related to vendor performance, cost savings initiatives, spend vs. actuals, and other key metrics to senior management and stakeholders.
  • Collaborate with internal expense management teams to ensure timely and accurate processing of vendor invoices, including proactively resolving any discrepancies or issues.
  • Proactively engage program stakeholders with regular updates on staffing changes and soliciting feedback to strategically improve vendor partnerships.
  • Rigorously monitor performance against service level agreements and drive the development and execution of corrective action plans to address unfulfilled KPIs.
  • Lead data analysis efforts to identify trends, patterns, and opportunities for process improvements within the vendor management space, contributing to overall strategic direction.
  • Define and champion reporting standards for operational metrics, service level requirements, and process KPIs across the organization.
  • Spearhead the budgeting and planning process with internal and external stakeholders, including aligning divisional priorities into measurable milestones and targets, comparing performance to plan, and providing strategic ad-hoc reporting to stakeholders.

Basic Qualifications

  • Bachelor's degree or equivalent practical experience.
  • 5-10 years of experience in vendor management / procurement or Chief of staff related roles.
  • Strong communication skills, with ability to interact with vendors, internal teams, and stakeholders at all levels.
  • Extensive experience in project management (e.g., lead meetings, update stakeholders, create project plan), working as part of a global/cross-functional team and working with all levels. Strong Knowledge of contract, budget management.
  • Ability to work independently and as part of a global team in a fast paced, deadline-driven environment.
  • Ability to think outside the box, multi-task, and work under pressure to identify and resolve issues with stakeholders and vendors.
  • Proficiency in Microsoft Office with focus on Microsoft Excel. Working knowledge of data analytics and visualization applications like Alteryx and Tableau would be an added advantage.
